Croudace Homes’ vision for the North Benfleet Hall Road site is to deliver a sustainable community, designed around attractive neighbourhoods which positively relate to the surrounding villages and the local landscape.

Addressing Basildon’s housing needs
Basildon has many people in need of a home. The Council needs to build over 27,000 new homes over the next twenty years to meet current demand in this area, and over 10,000 of these will need to be affordable for local residents.
The Council has also seen a tenfold increase in demand for temporary accommodation from residents in Basildon since 2019, with many more people living in insecure or unsuitable housing.
The Land at North Benfleet Road will help to address this significant shortfall. Having listened to feedback from our July 2025 consultation, we have revised our proposals and now plan to deliver around 950 new homes. These will include a mixture of homes to buy, affordable homes, specialist housing and plots for people who want to build their own houses.
Our proposals have been shaped to reflect the council’s emerging draft Local Plan and its associated infrastructure requirements. We will prioritise homes for local people through a dedicated period of local marketing in the Basildon area and we will support the council’s ‘Basildon First Charter’.
New services and community facilities
Our proposals will benefit people who already live locally by providing a range of new community facilities and services.
At the heart of the scheme, we are proposing land for a new primary school to serve families living in the development and the surrounding area. The secondary school is no longer part of this application, though land could still be made available in future if the education authority decides this is the right location for one in Basildon.
There will also be a new local centre, bringing shops, businesses and services within easy reach of residents.
On healthcare, we are in ongoing discussions with the South and Mid Essex Integrated Care Board. The development would fall within the catchment of existing surgeries in Pitsea, and financial contributions from the scheme would support additional appointment capacity locally.
Our proposals are also designed so that potential healthcare uses could be located on the site of the local centre, should one be needed.
Transport, Access and Connectivity
We recognise that transport can be an area of concern when delivering new homes and it has been a key focus of our plans.
Our proposals prioritise walking and cycling, with local services that are easily accessible within a short walk — reducing the need to travel by car for trips that can be made locally.
We want to deliver a new car club, providing short-term car rental for longer journeys without the need to own a car. These have been very successful in helping to reduce congestion on new developments.
To support sustainable travel, a new bus route will be designed into the scheme, running from North Benfleet Hall Road through the development and out at Pound Lane, with bus stops no further than a five-minute walk for new residents.
The development will be served by carefully planned access points and will include upgrades to existing roads. We have had positive discussions with Essex County Council Highways and are agreeing the scope of off-site highway improvements, taking account of other schemes coming forward nearby.
Green open spaces, nature & biodiversity
We want our community to maintain and enhance the existing trees, hedgerows and wildlife. We will do this through new green walkways, new planting and new opportunities for wildlife habitats.
Central to our plans is a publicly accessible country park with walking routes and parking, designed to a standard Natural England is satisfied with. This sits alongside new sports pitches and play parks.
New green links running north–south and east–west across the site, tree-lined boulevards, woodland copses and wildflower grassland will help ensure that high-quality green space is within easy reach of every resident. As part of the revised layout, we have also increased the space between new homes and the existing properties at North Benfleet plotlands.
A boost for the local economy
The development will provide over £3m per annum in council tax revenue, directly benefiting Basildon Council, and will inject around £22m into the local economy every year.
